Technical Management and Test Management Services

Financial Case Study

CPT was engaged to provide program management, project management and technical management services to design, implement and run a shared services infrastructure for a large government program in the Government Health sector.


The scope of the technical services was to provide the shared infrastructure that would underpin the delivery of functional capability to health agencies around the state. The core outcomes for this program are to support the implementation of the business projects through:


  • Design of an IT operational governance model based on the ITSM/ITIL framework;

  • Providing a shared ICT infrastructure, with a robust disaster recovery/business continuity capability;

  • Enabling agencies to connect to the shared infrastructure;

  • Providing a shared integration capability; and

  • Providing ongoing hosting and applications support for all shared service applications.


The key functionality provided by this program are:


  • Available and secure facilities for the hosting core shared service applications;

  • Statewide communications links between the healthcare agencies and the shared services facilities;

  • Hardware and software required to host core shared service applications;

  • Specialist application support for the core shared service applications; and

  • State wide public health sector-wide integration capability that facilitates the flow of data and application interaction necessary to support the shared service applications.


CPT provided:


  • Overall program management for the establishment of the centralized shared services capability;

  • Technical infrastructure architectural services;

  • Implementation / Deployment management of the shared infrastructure; and

  • Management of the ICT Procurement tendering and evaluation process for infrastructure and operations management.


CPT was also engaged by the client to provide specialist Test Management services to the program and portfolios.

 

These test management services included:


  • Program test management:

    • implement and maintain program test strategy;

    • implement and maintain program and portfolio testing procedures;

    • conduct compliance reviews;

    • provide ongoing operational support for portfolio testing managers; and

    • ongoing status reporting.

       

  • Portfolio test management:

    • implement/maintain portfolio test strategies;

    • implement/maintain portfolio master and detailed test plans, test results, reports;

    • implement/maintain portfolio testing procedures;

    • train agency testing resources in tools, procedures and testing practises;

    • conduct compliance reviews;

    • operational management of agency testing resources;

    • estimation and tracking of testing efforts; and

    • ongoing status reporting.

       

  • Implement and maintain portfolio automated regression testing capability using Mercury Interactive WinRunner; and

  • Implement and maintain portfolio automated load testing using Mercury Interactive LoadRunner.
